This study consists of a guiding document with a participatory planning perspective, including preliminary research on the plan area, prepared prior to the analyses and decision-making studies in the process of preparing revision master and implementation zoning plans and urban design guidelines to be carried out in the planning area defined as “Maltepe Merkez”, which covers a part of Altayçeşme, Bağlarbaşı and Feyzullah neighborhoods of Maltepe district, and consists of complementary annexes. 

The Preliminary Assessment Report for Participatory Planning includes sections on the general view of the area, plans and projects, stakeholders and preliminary impressions, planning perspective, evaluation and recommendations prepared within the framework of the findings obtained through desk research, field observations and interviews with the relevant municipality and mukhtars. Within the scope of the study, there is a list of stakeholders, project tags, literature review results, media review results, field photographs, archive maps and photographs, historical development processes, lists of reinforcement areas and preliminary interview notes in integrity with the report. The report defines character zones in line with the assessments on the planning region, discusses the reflections of existing plans and urban agenda and upper scale plan/policy documents, presents examples of best practices within the framework of projections for the future of the region, and makes recommendations on the participation process.
