This study is a guide for the master development plan process to be carried out in the area determined to cover a part of Hilal, Mevlana and Paşaköy neighborhoods in Sancaktepe district. The Preliminary Assessment Report for Participatory Planning is presented as a whole with the stakeholder list, literature, archive, media/social media scan results, historical development process research, project and equipment tags, and preliminary interview notes. 

The components of the Preliminary Assessment Report for Participatory Planning are Overview of the Site, Plans and Projects, Stakeholders and Preliminary Impressions, Planning Perspective, Evaluation and Recommendations. In this context, the unique characteristics of the area are conveyed and the issues to be considered are identified, the planning history and implications of the projects are conveyed, the stakeholders' agenda, general expectations and conflicting issues are compiled, and the lessons learned from guiding policies and best practices are discussed. By evaluating all the studies and the information and findings obtained, problems, potential and needs as well as the identified planning themes are explained, and recommendations on the participation process are included.
