This report serves as a guide for the revision master development plan studies to be carried out in the planning area called D-100 Region, which includes a large part of the Kadıköy district outside the central region (part of Eğitim, Dumlupınar, Fikirtepe and Merdivenköy neighborhoods and all of Sahrayıcedit, 19 Mayıs, Kozyatağı, Bostancı, Zühtüpaşa, Feneryolu, Göztepe, Fenerbahçe, Caddebostan, Suadiye and Erenköy neighborhoods). 

In the Kadıköy D-100 Region Preliminary Assessment Report for Participatory Planning, the location and boundaries of the study area and its historical development process are explained, the unique characteristics of the area are discussed under the headings of social profile, spatial characteristics, natural structure and risks, social facilities, and character zones are defined. The planning history and ongoing projects in the region and participatory planning studies/projects are evaluated. In addition to the identification of stakeholder groups, controversial issues in the region, findings from preliminary interviews, and prominent publications in the literature review are summarized. The predictions and decisions of the upper-scale plans/policy documents related to the plan region are included, and experiences/best practices recommended to be taken into consideration in the planning process are conveyed. By evaluating all the studies and findings together, problems, potential, needs and planning themes are identified, and recommendations regarding the participation process are discussed.
