This study is intended as a document to guide the master development plan process to be prepared in the area determined to cover part of Altunizade and Barbaros neighborhoods and the entire Acıbadem neighborhood of Üsküdar district. The report prepared at the end of the study is a whole with annexes such as stakeholder list, literature review, archive review, media review, social media review.

The Üsküdar Preliminary Assessment Report for Participatory Planning identifies the unique characteristics of the area and the issues that need to be considered, conveys the lessons learned from the planning history and projects, includes the stakeholders' agenda, general expectations and conflicting issues and lessons learned from guiding policies and practices, and discusses the main issues that can guide the planning work, detailed research areas and suggestions for the participation process.
