Maltepe Merkez Stakeholder Engagement Plan is a guide for participatory planning activities to be carried out in the Maltepe Merkez planning region.  This study sets out the general framework of the participation process, analyzes stakeholders, defines the roles of actors and describes the functioning of the process. A participatory perspective was also followed in the preparation process of the Stakeholder Engagement Plan.  Accordingly, the scope, stages, themes and stakeholder analysis of the process were clarified as a result of the meetings and workshops held with employers within the framework of the priority problem areas identified within the scope of the Maltepe Merkez Preliminary Assessment Report for Participatory Planning, prominent agenda items related to the participation process, planning themes, risks and recommendations. 

In the Maltepe Merkez Stakeholder Engagement Plan, the scope, purpose and principles are stated, the identified planning themes are explained, and the determinations, decision issues and related character zones related to the themes are included. Within the scope of stakeholders and participation strategies, stakeholder map and analysis, level and methods of participation, and strategies for strengthening participation and communication are presented. Participatory process stages are covered under the headings of preparation, needs assessment, collaboration, consensus, implementation and monitoring. The monitoring and evaluation process includes explanations on feedback mechanisms, performance indicators and the evaluation process.
